May 7, 2026In 2025, the European heat pump market returned to growth. In the 16 countries monitored by the European Heat Pump Association (EHPA), approximately 2.63 million residential units were sold, representing an average increase of 11% compared to 2024, when sales totaled 2.38 million. The total number of heat pumps installed across the continent now reaches around 28 million.
These preliminary figures indicate a sector recovery after the challenges of previous years. According to the European association, 12 of the 16 analyzed countries recorded an increase in installations compared to the previous year. Growth was mainly driven by public policies that stabilized incentive schemes and reduced electricity costs.
These measures improved the competitiveness of heat pumps compared to traditional fossil fuel boilers. The technology uses electricity but can produce more thermal energy than it consumes, making it a particularly efficient solution for heating residential buildings.
Sales trends show a direct link to national energy policies. In several countries, market growth was supported by stable incentives and energy tax measures. In Belgium, for example, the introduction of restrictions on fossil fuel heating systems and the reduction of VAT on heat pumps for new buildings contributed to a 7% increase in sales, totaling approximately 111,000 units in 2025.
In the United Kingdom, the market saw an even more significant rise: sales increased by 27%, reaching 125,000 units, thanks to continued support policies. Germany also achieved notable results: in 2025, heat pumps accounted for nearly half of all heating units sold. According to EHPA, this reflects growing consumer confidence in the technology and its role in European energy security.
Upcoming European Commission Initiatives
For the European industry association, the stability of public policies remains a decisive factor in supporting the spread of heat pumps. EHPA specifically calls for a faster reduction of electricity taxes, making this technology more economically competitive compared to fossil fuel-based heating systems.
In this context, upcoming initiatives from the European Commission—including the future heating and cooling strategy and the electrification plan—are considered key steps to strengthen the market and support European heat pump production, both in the residential and industrial segments.
